ABSTRACT

This paper contains an investigation of the COVID-19 impacts on freight flows and the handling of uncertainty in freight forecasting models, based on data from Greece. It collects and analyses, over a 7-year period before and during the pandemic, data for freight transport operations and some related factors in order to macroscopically examine any statistically significant changes in their values over time. This period wasjudged necessary in order to establish the pattern of fluctuations in the relevant data during the non-pandemic years and thus make the visual comparison with the previous period and the years during the pandemic, more clear. First, the paper tests the impact of the pandemic as expressed by the number of daily COVID-19 cases on freight flow variables in order to find the dynamic behavior of these variables and trace their reactions over time. This analysis is made by using the Vector Autoregressive Model (VAR). By implementing VAR modelling, we analyzed the dynamic relationship between freight transport volumes and other factors such as GDP, the industrial production index, exporting transactions and the number of coronavirus cases. The main result of the model analysis and the employment of impulse response functions revealed that the unexpected shock of COVID has a negative reaction to the economy and the freight transport volumes and a rather shortterm limited duration disruption effect on the growth of exports as well as on the industrial production index, of approximately eight months. Secondly, the paper discusses how, unpredicted events like the pandemic, influence the uncertainty inherent in freight transport modelling and formulates a novel freight modelling framework procedure based on scenario building, regular monitoring and data updates on a permanent basis. ABSTRACT

Purpose This paper aims to explore the comparative analysis of marketing strategies between seaports and dry ports. Second, this paper proposes a recommendation to improve marketing approaches in both nodes.Design/methodology/approach This research analyzes current marketing approaches to improve the freight volume and enhance interrelation between them for a comprehensive collaboration in the freight supply chain. This research employed semi-structured interviews via an e-interview questionnaire.Findings The result shows that dry port and seaport practice a mixed marketing strategy. Some marketing elements that a seaport applies are also applied by a dry port, like focusing on the target customer, joining exhibitions and face-to-face meetings. Customized service to clients, frequent discussion on the effective marketing plans and increasing the facilities at the seaport and dry ports can improve the marketing strategies in dry port and seaports.Originality/value Seaports are the critical components in esteem-driven context, which add to supply chains by creating value-added services in the transport chain. Nonetheless, research between dry ports and seaports has increasingly drawn the attention of scholars during the last decade. Having said like that, there have not been any pragmatic studies undertaken in the Malaysian context that mainly discusses the marketing prospect of the dry ports and seaports especially during COVID-19 outbreak.

ABSTRACT

PurposeIn past years, the global supply chain has witnessed devastating effects of coronavirus (COVID-19) disease. However, the COVID-19 pandemic has renewed the interest of the Sustainable Supply Chain (SSC) stakeholders on sustainability. The stakeholders are now rethinking their business processes and strategy to make them sustainable. In this context, the relevant literature is required to support emerging markets to formulate sustainability-focussed strategies. The purpose of this study is to provide a comprehensive analysis of potential antecedents that leads towards sustainable development of freight transportation in emerging markets.Design/methodology/approachInitially, the antecedents of the Sustainable Freight Transport (SFT) system are derived from the literature survey followed by verification from the experts. Then, the potential antecedents are categorized under four (social, organizational, operational and environmental) broad categories. Afterwards, a Neutrosophic Analytic Network Process (N-ANP) method is employed to obtain the priority weights of the identified potential antecedents.FindingsThe paper identified and ranked 17 antecedents of the SFT system. According to the study's findings, the top three antecedents of SFT are "the presence of a multimodal transportation system,” "circularity in SFT” and "traffic congestion management”. The results from the study advocate the promotion of existing multi-modal transport facilities which is promising to achieve sustainability. The results suggested the adoption of the digital twin to manage the transport operations.Originality/valueThis study sheds light on how to achieve sustainability in the freight transportation system post-COVID era highlighting the potential antecedents. The study's findings will assist practitioners in developing SFT strategies in the face of such pandemics in future.

ABSTRACT

Depending on whether or not there is a chaotic condition, the outcomes of decision problems and the factors determining the outcomes of the problem may differ. Different criteria can be introduced for decision makers' preferences in chaotic conditions, and the importance levels of the criterion can fluctuate. Despite the fact that the COVID-19 epidemic has had an impact on the aviation industry, air cargo transportation has performed well during this time. From this perspective, the impact of chaotic events on the selection of an air freight firm is investigated in this study. With Multi-Criteria Decision Making (MCDM) methodologies, a new decision-making framework is proposed, which is an effective solution method for choice makers to finalize decision problems. The Bayesian BWM (Best-Worst) method, which is one of the new ways, is used to establish the criterion weights, while the WASPAS method is utilized to rank the air cargo businesses, due to the more sensitive reaction of the newly proposed methods. As a result, these two approaches are combined, and the ranking results are compared to the TOPSIS and COPRAS methods, with the outcomes examined. As a result, in a chaotic environment, the most essential consideration for selecting an air freight company appears to be economic criteria. ABSTRACT

Despite the significance of the China e-commerce economy and the rapidly increasing air express service, there are few publications on the development of Chinese integrators that are significant contributors to the e-commerce boom. This research explores the network development of China's three integrators, namely, SF Express, TYO Express and China Post, and assesses the evolution of the networks during the pandemic period with the assistance of the complex network theory. It has been found that their networks underwent great development one year after the COVID-19 pandemic outbreak Their domestic networks are compared with the networks of the world-class integrators in the EU. It appears that the Chinese integrators operate networks with both hub-and-spoke and point-to-point features at their principal hubs (Hangzhou and Shenzhen of SF express, and Nanjing of China Post). SF Express' network in the Chinese domestic market demonstrates different topological features from the ones of its Chinese counterparts and the foreign integrators in Europe, with fewer one-way flights and at a higher density.

ABSTRACT

Analysis of trends in interregional inequality in Russia in 2015–21 and of the actual outcome during the 2020 pandemic and the subsequent recovery in 2021 reveals short-term regional convergence in seven indicators, albeit of different depth and duration. Sub-federal budget revenue experienced the most significant and persistent reduction in interregional disparities, the main sources of which were a reduction of unevenness in a number of taxes, a significant increase in federal transfers and a change in their nature. After a strong short-term convergence, industry, trade, transport and investment all tended to return to long-term divergence paths. Personal income and wage inequality responded weakly to the shock in the short term and entered the new long-term path. Multidirectional spatial trends resulted from the interaction of sectorial and fiscal policy effects during the pandemic. En los análisis sobre las tendencias en las desigualdades interregional en Rusia durante el periodo de 2015 a 2021, el resultado actual durante la pandemia de 2020 y la recuperación posterior en 2021 se observa una convergencia regional a corto plazo en siete indicadores, si bien con diferencias en cuanto a la profundidad y la duración. En los ingresos presupuestales subfederales se observó la reducción más significativa y persistente en las desigualdades interregionales, siendo las principales fuentes la reducción de las desigualdades en una serie de impuestos, un aumento significativo en las transferencias federales y un cambio en su naturaleza. Tras una fuerte convergencia a corto plazo, la industria, el comercio, el transporte y las inversiones tendían a volver a las rutas de divergencia a largo plazo. ABSTRACT

Freight transportation in urban areas represents an essential activity from the standpoint of economic development;in recent years, the spread of e-commerce (also accelerated by COVID-19) has contributed to increasing the demand for freight distribution over short distances. In most cities, the approaches and measures are often based on new technologies. Nevertheless, today there are contexts wherein delivery operations represent critical tasks to be solved. Furthermore, low accessibility areas, such as small islands, present further problems due to their exclusive dependence on maritime links (and often low-reliability services). This paper tackles this topic, formulating and solving a distribution problem by linking shipping services with last-mile distribution operated by means of an automatic delivery service (parcel lockers). A test application is proposed by considering the small island of Lipari in the archipelago of the Aeolian islands (Sicily, Southern Italy). The results show that such a type of service could reduce the user's waiting time when compared to traditional home deliveries.

ABSTRACT

The COVID-19 pandemic has changed lifestyles, with consequent impacts on urban freight movements. This paper analyzes the impacts of COVID-19 on urban deliveries in the Belo Horizonte Metropolitan Region, Brazil. The Lee index and the Local Indicator of Spatial Association were calculated using data on urban deliveries (retail and home deliveries) and COVID-19 cases. The results confirmed the negative impacts on retail deliveries and the positive impacts on home deliveries. The spatial analysis demonstrated that the most interconnected cities presented more similar patterns. At the beginning of the pandemic, consumers were considerably concerned about the virus spread, and the changes in consumption behavior were slow. The findings suggest the importance of alternative strategies to traditional retail. In addition, the local infrastructure should adapt to the increased demand for home deliveries during pandemics.

ABSTRACT

International freight transportation experienced significant disruptions during the COVID-19 pandemic. The impact of the pandemic and related government restriction measures on international freight transportation is worth analysing for the development of transportation policies and practices in the post-pandemic period, but has received limited attention. To fill the gap, this study applies structural equation models to analyze the impact of the COVID-19 pandemic on the international transportation market and the relationships among the pandemic, government restriction measures, and international transportation market. The impact is also differentiated for different modes of transportation. Results confirm that both demand and supply of interna-tional transportation services have been negatively affected by the first wave of the pandemic, with sea trans-portation being more affected by the reduction of demand and air transportation more by the supply volatility. The government restriction measures are found to play a mediation role, in the way that the impact of the pandemic on the supply of transportation service is suppressed through the government restriction measures. Our findings provide important guidance for transportation industry players and governments in their decision-making process facing with global market shocks such as a pandemic.

ABSTRACT

Purpose: This paper proposes an Information and Communication Technology (ICT) platform to increase the sustainability and resilience of smallholders to face supply chain disruptions in the event of COVID-like crises. The platform facilitates interactions between smallholders and buyers, workers and freight transport companies in agri-food ecosystems. Furthermore, this research work presents the implementation of the freight transport companies' platform module. Design/methodology/approach: The research work begins with a literature review aiming at analyzing current available ICT solutions supporting smallholders and other actors in the agri-food supply chain. This analysis identifies the research gaps which have to be filled by the platform. Then, the authors proceed with the analysis of the operational scenarios of each platform actor by interacting with experts and operators working in the agri-food sector. The results of such analysis resulted in a comprehensive, unambiguous and consistent set of specification being used to define the platform structure and modules architecture. The platform modules have been developed by using the web-application framework Laravel. Findings: Preliminary tests show that the proposed platform is usable and promises to improve the resilience and economic, social and environmental sustainability of agri-food supply chains, with a focus on smallholders. Originality/value: The research work allows players in the agri-food supply chain and in particular small local producers to react and mitigate the impact of COVID-like crises through development of a platform in which smallholders, citizens (buyers and workers) and freight transport companies are simultaneously present. © 2023, Emerald Publishing Limited.

Increasing the level of containerization in Russia is a source of competitiveness growth, since it focuses on increasing the efficiency of nationally oriented logistics and integration into global logistics chains, ensures transparency and productivity of the transport and logistics sector. The negative consequences caused by COVID-19 have affected freight transportation by all modes of transport. The reaction of carriers to the existing challenges largely determines the trajectory of development not only of railway container transportation, but also the format of the development of Russian cargo traffic for the coming years or even decades. The purpose of this study is to develop measures to increase the mobility of container cargo turnover on Russian railways and indicative designation of possible effects from their implementation. We prove that the development of infrastructure, stabilization of tariff policy, optimization of operational activities, expansion of the digital platform significantly affects the qualitative and quantitative development of rail container transportation based on mobility and logistics efficiency. The methodology of the study is based on the analysis of the target indicators of containerization of Russian railways for 2010–2020, the main product line of container transportation and competitors of the railway by means of transport. As a result of the study, trends in the growth of the share of container cargo turn-over on the Russian railway network are determined, the support of digital tools is justified in order to increase the mobility of container cargo turnover, a set of mechanisms for supporting and developing railway container transportation based on mobility and logistics efficiency is proposed. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.

ABSTRACT

Depending on whether or not there is a chaotic condition, the outcomes of decision problems and the factors determining the outcomes of the problem may differ. Different criteria can be introduced for decision makers' preferences in chaotic conditions, and the importance levels of the criterion can fluctuate. Despite the fact that the COVID-19 epidemic has had an impact on the aviation industry, air cargo transportation has performed well during this time. From this perspective, the impact of chaotic events on the selection of an air freight firm is investigated in this study. With Multi-Criteria Decision Making (MCDM) methodologies, a new decision-making framework is proposed, which is an effective solution method for choice makers to finalize decision problems. The Bayesian BWM (Best-Worst) method, which is one of the new ways, is used to establish the criterion weights, while the WASPAS method is utilized to rank the air cargo businesses, due to the more sensitive reaction of the newly proposed methods. As a result, these two approaches are combined, and the ranking results are compared to the TOPSIS and COPRAS methods, with the outcomes examined. As a result, in a chaotic environment, the most essential consideration for selecting an air freight company appears to be economic criteria. Yeni önerilen yöntemlerin daha hassas yanıt vermesinden dolayı, hava kargo şirketi seçiminde etkili olan kriter ağırlıklarının belirlenmesinde yeni yöntemlerden olan Bayesian BWM (En Íyi-En Kötü) yöntemi kullanılırken, hava kargo şirketlerinin sıralanmasında ise WASPAS yöntemi kullanılmaktadır. ABSTRACT

Globally, the transportation and logistics sector is facing economic disruptions owing to geopolitical tensions and post-COVID-19 global economic downturns. This disruption places more pressure on transportation companies to review their work methods and processes. Coupling data and model-driven approaches is essential for developing effective and efficient resilience strategies. To address this issue, this study provides an overview of the appearance of simulation in business analytics. However, a thorough review of the literature based on the PRISMA search process allowed us to identify that none of the previous studies could highlight the role or evaluate the hybridization between business analytics and simulation and their joint use in freight transportation. Moreover, this study proposes a collaborative framework based on the intuitionistic fuzzy analytic hierarchy process (IF-AHP) technique to select a business analytics-enabled simulation architecture. This study contributes to the freight transport sector by setting up an updated list of criteria and sub-criteria necessary for business analytics evaluation and enriches the literature by applying the IF-AHP technique to a concrete case of implementing data analytics and simulation. This study also suggests future directions to enrich the academic literature and offers insights to improve the framework for other use cases. © 2023 Elsevier Ltd

ABSTRACT

The transport and logistics sector, which include freight forwarders companies, constitutes a vast network of entities that are central to a good performance in services. With the COVID-19 pandemic and its effects on the global economy, there was a huge shortage in the number of containers available, thus creating the need to optimize the loading of available equipment to avoid waste and maximize profits from each export. The present work presents a novel approach where a set of restrictions were created that, applied in synergy with the Non-Linear GRG algorithm, aim to allocate the boxes in different consecutive lines until forming a wall, and, therefore, the walls complete the container, in order to maximize the occupancy on it. To validate the proposed approach a prototype was developed and studied in real-world problem where the solutions resulted in occupations around 80% to 90%. Thus, we can foresee the importance of the proposed approach in decision-making regarding container consolidation services. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.

ABSTRACT

Smart cities need energy-efficient and low-emission transportation for people and goods. Most studies focus on sustainable urban-transportation systems for passengers. Freight transportation in cities has increased significantly during the COVID-19 pandemic, leading to greenhouse gases emissions and negative externalities, such as traffic congestion. The purpose of this paper is to identify through a systematic literature review which innovations (hardware and software) applied by logistics service providers (LSPs) in sustainable urban freight (SUF) are suitable to support the transition to energy-efficient smart cities. We propose to classify the existing innovations in last-mile delivery for SUF into categories: (1) urban freight consolidation and/or trans-shipment;(2) the Consumer as a Service Provider (CaaSP);(3) choice of transportation modes. We introduce the concept of CaaSP as an innovative solution in last-mile delivery (LMD), where customers take over some transport operations with the use of smart technologies, and thus reduce the energy demand. We consider the modes of transportation, such as: drones, autonomous delivery robots, autonomous vehicles, cargo bikes (including e-cargo bikes, e-tricycles), electric vehicles (mainly vans), and combined passenger-and-cargo transportation rapid-transit systems. From the analyzed dataset, we find that energy-efficiency in smart cities can be improved by the consolidation of parcels in micro-depots, parcel lockers, and mobile depots. We analyze smart technologies (the Internet of things, big data, artificial intelligence, and digital twins), which enable energy efficiency by reducing the energy demand (fuel) of SUF, due to better operational planning and infrastructure sharing by logistics service providers. We propose a new IEE matrix as an actionable tool for the classification of innovations applied by LSPs in SUF, according to the level of their interconnectivity and energy efficiency. Additionally, this paper contributes to the theory by exploring possible future research directions for SUF in energy-efficient smart cities. © 2023 by the authors.

ABSTRACT

U.S. container ports have experienced unpresented congestion since mid-2020. The congestion is generally attributed to import surges triggered by heavy spending on consumer goods during the COVID-19 pandemic. Port congestion has been compounded by the inability of importers to retrieve, receive, and process all the inbound goods they have ordered, resulting in supply chain shortfalls and economic disruption. How can the shipping industry and government organizations predict the end of the current surge and anticipate future surges? Expected seasonal variations in import volume are associated with peak holiday shopping periods; nonseasonal import surges are signaled by other factors. The research goes beyond transportation data sources to examine broader connections between import volume and indicators of economic and retail industry conditions. The strongest and most useful relationship appears to be between retail inventory indicators and containerized import growth. From January 2018 through July 2021, there was a relatively strong negative correlation between retail inventory- and import TEU indices with a 4-month lag (corresponding roughly to the time between import orders and -arrival). In the 2020 to 2021 pandemic period the negative correlation was stronger, again with a 4-month lag. These findings suggest that observers might anticipate import surges after marked, nonseasonal drops in retail inventories, and that import surges are likely to last until target inventory levels are restored. In a broader sense, an awareness of the linkages between consumer demand, retail chain responses, and containerized import volumes could better inform port, freight transportation, and government planning and policy choices.

ABSTRACT

PurposeThis paper aims to address the pressing problem of prediction concerning shipment times of therapeutics, diagnostics and vaccines during the ongoing COVID-19 pandemic using a novel artificial intelligence (AI) and machine learning (ML) approach.Design/methodology/approachThe present study used organic real-world therapeutic supplies data of over 3 million shipments collected during the COVID-19 pandemic through a large real-world e-pharmacy. The researchers built various ML multiclass classification models, namely, random forest (RF), extra trees (XRT), decision tree (DT), multilayer perceptron (MLP), XGBoost (XGB), CatBoost (CB), linear stochastic gradient descent (SGD) and the linear Naïve Bayes (NB) and trained them on striped datasets of (source, destination, shipper) triplets. The study stacked the base models and built stacked meta-models. Subsequently, the researchers built a model zoo with a combination of the base models and stacked meta-models trained on these striped datasets. The study used 10-fold cross-validation (CV) for performance evaluation.FindingsThe findings reveal that the turn-around-time provided by therapeutic supply logistics providers is only 62.91% accurate when compared to reality. In contrast, the solution provided in this study is up to 93.5% accurate compared to reality, resulting in up to 48.62% improvement, with a clear trend of more historic data and better performance growing each week.Research limitations/implicationsThe implication of the study has shown the efficacy of ML model zoo with a combination of base models and stacked meta-models trained on striped datasets of (source, destination and shipper) triplets for predicting the shipment times of therapeutics, diagnostics and vaccines in the e-pharmacy supply chain.Originality/valueThe novelty of the study is on the real-world e-pharmacy supply chain under post-COVID-19 lockdown conditions and has come up with a novel ML ensemble stacking based model zoo to make predictions on the shipment times of therapeutics. Through this work, it is assumed that there will be greater adoption of AI and ML techniques in shipment time prediction of therapeutics in the logistics industry in the pandemic situations.

ABSTRACT

Under the background of normalized COVID-19 prevention and control, regional epidemics occur frequently in China. How to quantify the impact of COVID-19 prevention and control measures on economic operation and passenger and freight transportation has become an urgent problem. To this end, we design a calculation method for expressway transportation indicators, propose the level and stage division process of COVID-19 prevention and control measures, and then establish a difference-in-difference model to further analyze their impact on expressway transportation indicators. Taking major cities in the Guangdong-Hong Kong-Macao Greater Bay Area as an example, case studies are conducted based on the expressway toll data and COVID-19 prevention and control information from May 2020 to April 2022. The results show that in the level I (strengthened) stage, the passenger vehicle flow has dropped significantly, the drop in each case is between 8% and 27%, and the freight indicators have not changed significantly. In Shenzhen and Dongguan, both passenger and freight indicators dropped sharply in the level II (strict) stage. Passenger vehicle flow in the two cities dropped by 46.3% and 33.7%, and truck flow by 42.7% and 27.6%, respectively, and cargo and turnover decreased as much as truck flow. The average inter- city distance of expressway passenger cars has a downward trend under the level I stage, but under the level II stage, the average inter-city distance of passenger cars and trucks has increased significantly. This study can provide a certain reference value for the formulation and implementation of COVID-19 prevention and control measures in cities and urban agglomerations. © 2022 Science Press.
